SCRANTON, PA — Frank Dubas admittedly does not have a green thumb, but his Garden of Cedar project at 715 Cedar Ave. in South Side is starting to grow out of bare ground.
“I can’t plant lettuce, but I know how to organize,” Dubas said of his project to turn a vacant lot into a community garden and small park.
In the works for a few years and delayed during the COVID-19 pandemic, the garden is visually taking shape.
